ASEAN Framework Agreement on Services (AFAS)

AFAS is aimed at substantially eliminating restrictions to trade in trade in services among ASEAN countries in order to improve the efficiency and competitiveness of ASEAN services suppliers.
AFAS provides the broad guidelines for ASEAN Member Countries to progressively improve Market Access and ensure equal National Treatment for services suppliers among ASEAN countries in all four modes of services supply:

  • Mode 1 (Cross-Border Supply)
  • Mode 2 (Consumption Abroad)
  • Mode 3 (Commercial Presence
  • Mode 4 (Movement of Natural Persons

Malaysia’s offer under Mode 3-Commercial Presence is as

The above notwithstanding, Malaysia has announced the acceleration of the liberalization of the services under Mode 3 (100% foreign equity) for 27 sub-sectors as listed below.
